Those of us who are interested and follow the process of energy certification from a regulatory perspective and legislation every day we are more surprised by the attitude of the administration before the energy certificate and the form of communicate “important notes” to technicians certifiers.

The precise convergence of energy certification with the Basic Energy Saving Document – DB-HE of the Technical Building Code (CTE) and the Regulation of Building Thermal Installations – RITE, both updated in the year two thousand and thirteen, force the revision of the procedure used for the qualification of the energy efficiency of the building. from a perspective of calculation in the programs , the most important are:
It has been adopted as an indicator of consumption in the certification, the consumption of non-renewable primary energy, in correspondence with section HE 0 of DB HE, in accordance with the established in Directive 2010/31/UE.
The climatic data used for certification have been unified with those defined in DB HE for the different climate zones. Likewise, they have been conveniently corrected the scales to adapt them to the new climates, maintaining the previously established criteria for setting the limits of the different classes.
The following have been implemented in the certification procedure: updated step factors established in the Document Recognized from the RITE, "CO2 emission factors and coefficients transition to primary energy from different energy sources consumed in the building sector in Spain.”
The technical characteristics of replacement systems have been modified to adapt them to the requirements regulations established in the RITE.
Ventilation levels have been defined more in line with the real conditions of use of residential buildings.

"From the January 14, 2016 the respective records of the Autonomous Communities and Cities will only admit certificates generated with the new versions of the recognized programs.”
