As we already know, on September 12 the Ministry of Fomento published in the BOE the order FOM/1635/2013, dated 10 September by which the Basic Document DB-HE is updated of the Technical Building Code. in this new modification measures are taken to reduce dependence energy as well as greenhouse gas emissions greenhouse, within the so-called 20-20-20 objective.
Then I will mention some of the most important modifications important aspects that said document introduces, among which the following stand out:
This new document establishes some requirements minimum consumption of primary energy of origin NO RENEWABLE of the building or the extended part, so that said consumption IT IS LIMITED DEPENDING ON THE CLIMATE ZONE where it is.
IN BUILDINGS FOR PRIVATE RESIDENTIAL USE, the limit value on energy consumption is obtained as the sum of the base value of the energy consumption of primary energy not renewable, depending on the winter climatic zone, which is obtained from table 2.1 plus a correction factor per surface of non-renewable primary energy energy consumption (obtained from the same table), divided by the useful area of the habitable spaces of the building or the enlarged part in m2.
FOR BUILDINGS FOR OTHER USES, the energy rating for the indicator Energy consumption of primary energy of the building or the extended part in its case, must be of an efficiency equal to or greater than class B. according to the basic procedure for certification of efficiency energy of buildings approved by Royal Decree 235/2013, of April 5.
QUANTIFICATION OF THE REQUIREMENT (section 2.2).
IN BUILDINGS FOR PRIVATE RESIDENTIAL USE, the heating energy demand of the building or part extended must not exceed the limit value, this value is obtained as the sum of the base value of the energy demand of heating in kW h/m2 year for each winter climate zone plus a correction factor for area of the demand for heating, divided by the usable area of the spaces habitable of the building in m2, both values taken from the table 2.1 of section 2.2.1.1.1
The energy demand for cooling must not exceed the limit value of 15 kW h/m2 year for climate zones 1, 2 and 3, or the limit value of 20 kW h/m2 year for the area climate 4.
IN BUILDINGS FOR OTHER USES. The percentage savings in joint energy demand for heating and refrigeration, with respect to the reference building or the part expanded must be equal to or greater than that established in the table 2.2 of section 2.2.1.1.2
Compliance with the safety values must be justified. thermal transmittance and air permeability of voids and the thermal transmittance of the opaque areas of walls, roofs and floors that are part of the thermal envelope of the building, so that they do not exceed those established in the table 2.3 of section 2.2.1.2.

According to what is established in the section 3.2. Justification of compliance with the requirement, the Project documents must include the following information:
a) Definition of the climatic zone of the locality in which the building is located.
b) Geometric, constructive and uses description of the building: orientation, definition of the thermal envelope, other items affected by the constraint check of imbalances in buildings for private residential use, distribution and uses of spaces, including properties hygrothermal elements.
c) Use profile and, where appropriate, level of conditioning of the living spaces.
d) Procedure for calculating energy demand employee to verify the requirement.
e) Values of energy demand and, where appropriate, percentage of savings in energy demand compared to the reference building, necessary for the verification of the requirement.
f) Minimum technical characteristics that must be met by products that are incorporated into the works and are relevant to the energetic behavior of the building.
Calculation procedure:
As described in point 5 Procedures for calculation of the demand, the calculation procedures may use simulation using a thermal model of the building or equivalent simplified methods.
This section indicates that this requirement is developed in the current Regulation of Thermal Installations in the Buildings, RITE, and its application will be defined in the building project.
As novelties the limit values vary established for the energy efficiency of the installation (VEEI) , so that the division of groups 1 and 2 that previously corresponded to the zones of non-representation and the zones of representation.

In section 2.2.1 Electrical power minimum , the formula that establishes the minimum electrical power values to be installed, so that the coefficient A that previously depended on the usage type is now set to a constant value of 0.002 and the value B becomes 5.
