Background
Based on the recent past of the legislation on the energy efficiency certification:
ROYAL DECREE APPROVING THE PROCEDURE BASIC FOR THE ENERGY EFFICIENCY CERTIFICATION OF EXISTING BUILDINGS
There is still talk of “existing buildings”. It was regarded as the transposition of Directive 2002/91/EC and as a second part of RD 47/2007 for the certification of new buildings construction.

ROYAL DECREE 235/2013 OF APRIL 5. FOR WHICH APPROVES THE BASIC PROCEDURE FOR THE CERTIFICATION OF THE ENERGY EFFICIENCY OF BUILDINGS.
It is finally contemplated as a recasting of RD 47/2007, the Directive 2010/31 EU (which repeals 2002/91/CE) and the basic procedure for certification of efficiency energy of existing buildings, to create a unique law.
Reaction
The launch of mandatory regulations for from June 1, 2013, with a certain lack of clarity and somewhat "ambiguous" in some of its terms, the possible generation of an important employment exchange and the possible openness to different groups for its development, has generated three phenomena:

We are on our way to providing services to a lower price, but not so much in the costs for the owners and if in the technical fees. Apart, an immediate exhaustion, of what could have been a source of work sustainable.
