We add a small reflection on the European directives in Energy Efficiency. First, we must know that happened in Europe to understand what is happening in Spain, taking into account that the complexity of the regulations is abundant and extensive, and of course changing over time.
To comply with all these directives, Spain has gone transposing its articles into national legislation. On Spain's long-term strategy for the rehabilitation energy in the scope of application on the building Its purpose is to mobilize investments in the renovation of residential and tertiary buildings to progress the energy performance of the building stock.

But first we must see a diagram of how the guidelines and their conditions on Spain so as not to lose ourselves always from the perspective of norms that affect the efficient building:
DIRECTIVE 2010/31/UE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of May 19, 2010 , regarding the energy efficiency of buildings (recast). Repeals Directive 2002/91/CE of the European Parliament and of the Council, of December 16, 2002, on the energy efficiency of buildings.
Along with:
DELEGATED REGULATION (EU) Nº 244/2012 OF THE COMMISSION of January 16, 2012 , which complements Directive 2010/31/UE of the European Parliament and of the Council on efficiency energy of buildings, establishing a framework comparative methodology to calculate the optimal levels of profitability of minimum energy efficiency requirements of the buildings and their elements.

“the Decision nº 406/2009/CE of Parliament Council and Council, of April 23, 2009, on the efforts of Member States to reduce their emissions greenhouse gases in order to meet commitments purchased by the Community until 2020, sets targets binding national reductions in CO2 emissions, and Directive 2009/28/EC of the European Parliament and of the Council, April 23, 2009, on the "promotion of the use of energy from sources renewable.”

DIRECTIVE 2012/27/UE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of October 25, 2012.
Relative to energy efficiency, by which they are modified Directives 2009/125/EC and 2010/30/UE, and by which repeal Directives 2004/8/CE and 2006/32/CE:
"Therefore it is advisable to set an annual renewal rate * of buildings that the central administrations have in mind own and occupy in order to improve their performance energetic. This renewal index is understood without prejudice of the obligations related to the buildings of almost zero energy consumption established in the Directive 2010/31/UE of the European Parliament and of the Council, of May 19, 2010, on the energy efficiency of buildings ( 2 ) The obligation to renovate Administration buildings plants, which is imposed by this Directive, complements that Directive, which obliges Member States to ensure that, when making major renovations to buildings already existing ones, their energy efficiency is increased in such a way that meet the minimum efficiency requirements energy.”
"As regards electricity, and in accordance with the Directive 2009/72/EC of the European Parliament and of the Council, of July 13, 2009, on common rules for the internal electricity market ( 1 ), in cases where a positive evaluation of the provision of smart meters, at least 80% of the consumers must have measurement systems smart in 2020. As far as gas is concerned, and in accordance with with Directive 2009/73/EC of the European Parliament and of the Council, of July 13, 2009, on common rules for the internal market for natural gas ( 2 ), in the cases in which a positive evaluation of the provision of smart meters, Member States or any competent authority they designate shall develop a schedule for the implementation of measurement systems smart.” (27)
“When installing smart meters, these should not be used by companies to carry out a retroactive invoicing unjustified.” (26)
*These indices are defined in the D 2012/27/UE Article 5….. Exemplary function of buildings of public bodies:
1. Without prejudice to the provisions of article 7 of the Directive 2010/31/EU, each of the Member States shall ensure that, from 1 January 2014, 3% of the total area of buildings with heating and/or system of refrigeration that you own and occupy your central administration is renewed every year, so that meets at least the energy performance requirements minimums that it has established in application of article 4 of the Directive 2010/31/UE.
That 3% will be calculated on the total area of the buildings with a total useful area of more than 500 m2 that owns and occupies the central State Administration corresponding member who, on January 1 of each year, does not meet national energy performance requirements minimum established in application of article 4 of the Directive 2010/31/EU. Said limit will drop to 250 m2 as of the 9th of July 2015.
Where a Member State establishes that the obligation to renovate every year 3% of the total area extends to the surface owned and occupied by organs administrative staff at a lower level than the Administration central, that 3% will be calculated on the total area of the buildings with a total useful area of more than 500 m2 and, from July 9, 2015, of more than 250 m2 that have in owned and occupied by the Central Administration and said bodies administrative authorities of the Member State concerned which, on 1 January of each year, does not meet the national requirements for minimum energy yield established in application of the Article 4 of Directive 2010/31/UE.

By transposing the REGULATION DELEGATE (EU) Nº 244/2012 and the definition of the concept of “nearly energy consumption building null" its corresponding level of efficiency is determined energy, as well as the percentage of energy required from renewable sources.

It seems that we are even “leaders in the promotion of Energy Efficiency" despite starting from late application of the European Regulations. Being able to check it in the Global Energy Architecture Performance Index Report (global energy architecture performance index – Here – In English).
In Spain, it is in a place more than outstanding. The findings reveal that countries with high income proved to be superior to carry on the transition to a new energy architecture apply better Energy Efficiency policies.
