The Council of Ministers has launched the Plan of Measures for growth, competitiveness and efficiency , which collects, in an organized and analysis, a series of measures aimed at undertaking and develop a joint strategy for the second semester of 2014 with a package of certain actions. At the same time approves a new Royal Decree ( Law 18/2014, of October 15 , approval of urgent measures for growth, competitiveness and efficiency ) that regulates the activity of production of electrical energy from technologies renewables .
If we go in parts, and firstly we focus on the new Royal Decree that affects renewables, certainly not we have to applaud. If already in the article “ How much does Spain invest in the renewable energy? ” could we recognize a decline in the renewable energy sector due to lack of investment and involvement of the administration, taking taking into account that it was one of the best assets in Spain for create jobs. We return to a new Royal Decree that returns to hit the sector with an approximate reduction of 1,700 Millions of Euros for this year, in line with estimates by the National Commission of Markets and Competition (CNMC) placing us at 2011 levels.
We can identify three key points:
If we focus on the Plan of Measures for growth, competitiveness and efficiency we can identify a section whose purpose is to promote respectful growth with the environment, prioritizing energy saving and reduction of CO2 emissions.

A National Energy Efficiency Fund will be created (FHEE) , co-financed with European funds, aimed at invest in projects that reduce consumption energy in the productive sectors and in building based on:
The system of obligations will allow compliance with the consumption reduction targets of the Efficiency Directive Energetic. Companies will be able to comply, either through own actions that reduce energy consumption, either contributing to a new National Efficiency Fund Energetic.

Endowed with up to 350 million euros per year from of the European Structural Funds corresponding to the General State Administration, which will contribute 35% of the endowment, proceeding the rest of the liquidations derived of the system of obligations, of the income derived from the auctions of emission rights and allocations budgetary that, where appropriate, are made.
-. It will co-finance energy efficiency investments in building, transport, industry, services and sector agricultural. The following are expected to be approved plans:
With the National Fund for Energy Efficiency (FNEE) a Equity Savings Plan is established Energy and Emissions Reduction in Buildings whose key points will be:
1.- The FNEE will allocate most of the resources to co-finance energy efficiency actions in buildings for residential and non-residential use (hotels, health centers, National Health System, retail trade, etc.). The plan will mobilize an estimated total annual investment of 892 million of euros.
2.- The Autonomous Communities will carry out actions resources, allocating around €133M per year from its FEDER funds for energy saving actions in building.
-. The plan will include, among others, the following performances:
• Energy rehabilitation of the thermal envelope of existing buildings
• Renovation of facades and/or roofs in buildings of houses
• Improvement of the energy efficiency of the thermal installations of existing buildings
• Renovation of boiler rooms
• Improvement of the energy efficiency of the interior lighting of existing buildings
• Rehabilitation of existing buildings with high energy rating
• Improvement of the energy efficiency of the existing commercial refrigeration
• Renovation of industrial cold generators and tertiary
• Improvement of energy efficiency in the elevator installations and other systems existing transportation
• Implementation of intelligent building systems existing
• Improvement of the energy efficiency of the Centers of Existing Data Processes
• Improvement of energy efficiency in facilities power lines of existing buildings
3.- The Plan is complemented by the 200 million euros that the Housing Plan 2013-2016 will allocate building rehabilitation actions for efficiency energy.
Once the Plan of Rehabilitation , the FNEE will launch this second plan, which will co-finance actions in the sector industry that improve the energy efficiency of the production processes, which is where there is the greatest potential for energy savings in the short term. The Plan will allow a reduction of energy costs to the industrial sector, improving the competitiveness of this sector, will mobilize an investment estimated total of 828 million euros.
It will include the promotion of sustainable mobility plans in town halls, sustainable transport plans to the center of work, road transport fleet management and courses efficient driving.

We must remember that actions to improve the energy saving, efficient rehabilitation and improvement of existing building will provide jobs of quality as advertised in the Product Sheet Ruta GTR 2014 Strategy for rehabilitation in Spain where the keys to a transformation of the building sector.
