RITE (Regulation Thermal Installations of Buildings)

The Regulation for Thermal Installations in Buildings (RITE).

Given the extensive Spanish regulations that affect building, the Regulation of Thermal Installations of Buildings , the RITE , is partly the base and will affect the realization of the certificates energy on homes and buildings in obtaining the energy rating of buildings.

What is RITE?

The RITE establishes the conditions that must be met the facilities designed to meet the demand for thermal well-being and hygiene through the installations of heating, air conditioning and domestic hot water, for achieve a rational use of energy.

The new RITE within the savings plan is justified and energy efficiency in Spain that contributes to encourage the use of renewable energy such as solar thermal energy.

The determining factor is the comfort, well-being and hygiene of people. The thermal installations have to be designed, calculate, execute, and use so that four demands:

1. -Thermal quality of the environment.
2. -Indoor air quality.
3. -Hygiene.
4. -Quality of the acoustic environment.

Regulations of application of the RITE:

– The need to partial transposition of the Directive 2002/91/CE

From here, the highest demands in energy efficiency established by the Royal Decree are embodied in:

• Greater Energy Performance in generation equipment of heat and cold, as well as those intended for movement and fluid transport.
• Better insulation in the equipment and pipes of the thermal fluids.
• Better regulation and control to maintain conditions of design foreseen in the air-conditioned premises.
• Use of available renewable energy, in especially solar energy and biomass.
• Incorporation of energy recovery subsystems and the use of residual energy.
• Mandatory consumption accounting systems in the case of collective installations. gradual disappearance of more polluting solid fuels.
• Gradual disappearance of generating equipment less efficient.

Given the need to adapt to European regulations. The Council of Ministers on April 5 approved the Real Decree 238/2013, which modifies certain articles and technical instructions of the Regulation of Thermal Installations in Buildings, approved by Real Decree 1027/2007, of July 20.

The new Royal Decree arises from the need to transpose Directive 2010/31/EU of the European Parliament and of the Council, of May 19, 2010, regarding the energy efficiency of buildings, the Spanish legal system and the requirement established in the second final provision of the Real Decree 1027/2007, of July 20, which approves the Regulation of Thermal Installations in Buildings, of carry out a periodic review at intervals not exceeding five years of the energy efficiency requirement, make necessary to carry out a series of modifications in the current Regulation of Thermal Installations in Buildings (known in practice by its acronym, RITE). RITE is ordered in two parts:

• Part I contains the conditions general application of the RITE and the requirements of well-being and hygiene, energy efficiency and safety that the thermal installations must comply with. In this part also contains the conditions relating to the technical documentation, installation execution thermal systems, their commissioning, use and maintenance, and inspection.
• Part II contains the characterization of the technical requirements and their quantification, according to with the current development of the technique. levels are set o limit values and procedures expressed in the form of verification methods or sanctioned solutions for the practice, the use of which allows to prove its compliance. There are four Technical Instructions (IT) that are correspond to the installation phases:

1. IT Design and sizing.
2. IT Assembly.
3. IT Maintenance and use.
4. IT Inspection.
